Levies and taxes imposed on the retail price of electricity do represent a barrier to the heat pump market but the evidence presented by Barnes and Bhagavathy, and supported with conclusions in various reports from the CCC, is that the upfront cost and the actual efficiencies achieved are likely to play a bigger role.
